ADVERTISEMENT FOR BIDS
The City of Wiggins shall receive separate sealed bids for the Dean Griffin Memorial Airport AIP 2019
Overlay Project, AIP Project # 3-28-0078-019-2019 no later than 2:00 P.M., Local Time, July 8, 2019 at the Board Room located at 117 North First Street, Wiggins, Mississippi 39577. All bids so received will be publicly opened and read aloud.
Work shall consist essentially of the following items:
Mill and Overlay of existing 3,500 LF runway, taxiway, aprons, and access road. Temporary and Permanent Striping
A prebid conference will be held on this project to discuss as a minimum, the following items: material requirements; submittals; Quality Control/Quality Assurance requirements; the construction safety and phasing plan including airport access and staging areas; and unique airfield paving construction requirements. The prebid conference will be held at 10:00 a.m., June 20, 2019 at Dean Griffin Memorial Airport, Airport Street, Wiggins, Mississippi 39577. The prebid meeting is not required, but is strongly recommended for contractors bidding on the project.
The City of Wiggins hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR §26.53. As a condition of bid responsiveness, the Bidder or Offeror must submit the following information with its proposal on the forms provided herein:
1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;
2) A description of the work that each DBE firm will perform;
3) The dollar amount of the participation of each DBE firm listed under (1)
4) Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s)
listed under (1) to meet the Owner’s project goal; and
5) If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26.
The PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS may be examined at the following locations:
1. City Hall, 117 North First Street, Wiggins, Mississippi, 39577
2. Tice Engineering, Inc., 510 South Vardaman Street, Wiggins, Mississippi, 39577
All documents required for bidding purposes may be obtained from www.ticeengplans.com upon payment of $150.00 non-refundable fee for each set.
Each bid shall be accompanied by a Cashier’s Check or Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Wiggins as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of
the contract amount.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the City Clerk, 117 North First Street, Wiggins, Mississippi 39577, prior to the hour and date above designated. The City of Wiggins has the right to reject any and all bids received.
